Die großen menschlichen Katastrophen der vergangenen sieben Jahrhunderte entstanden selten unmittelbar durch eine neue Technologie. Sie entstanden in der Phase danach – dort, wo die bestehenden Institutionen die neue Komplexität nicht mehr auffangen konnten. Diese Phase nennt das Buch die Mediationsphase: die Spanne zwischen technologischer Möglichkeit und gesellschaftlicher Entscheidung.

They arose in the phase that followed – where existing institutions could no longer absorb the new complexity. The book calls this the mediation phase: the span between technological possibility and societal decision.
